Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The succession of conflicting incidents captured the bleak nature of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are released from different nations. Significant resources is devoted on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, military action persists as the key method for achieving "peace".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from across the border, a capability afforded by current data. From observation points, military aircraft that had been dispatched to counter approaching cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense activated: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through allied countries. Every deployment shakes the surroundings, causing tremors. The brief panic quickly transforms into sober acceptance: possibly the approaching threat won't cause damage this time, protecting urban areas from devastation and additional electricity failures.
Ongoing Risks
Not long after, a heavy machine gun fired at a unmanned aircraft close by, part of a mobile-fire group – probably imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it continued its flight toward its destination.
Intermittently, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a dependence that neighboring countries are demonstrably unable to substitute in the immediate future.
Unsuccessful Negotiations
The detailed framework from US administration generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new initiative from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, persist.
Strategic Calculations
It is easy to blame particular leaders of consistently pushing Russian terms. But that does not seem to be the whole story. American leadership operates on a premise well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unrealistic to compel Moscow to abandon the land that it presently holds in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, US leadership does minimal to discourage Russia, through diplomacy or military means, from thinking that the situation will not change more in its favour in the near future.
Opposing Positions
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but averting a entire defensive failure until circumstances change in its favour.
Current Realities
Realistically, there are no real preconditions for a truce. Now, personal considerations are coming into play: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unacceptable, so that their focus does not switch to domestic problems. And although their mission will now be significantly challenging after current events, it remains very improbable that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a mere seven days to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.
While new proposals based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
