Trump's Progressive Alarm Overlooks Europe's True Danger: Technological Stagnation.

Donald Trump's national security strategy presents a misguided view of the European Union. It claims that unrestrained immigration and so-called "progressive" policies represent an existential risk to European civilization. Yet, this argument rests on a fundamental misreading of the reality. The actual challenge confronting Europe is not cultural but economic and technological backwardness.

A Glaring Growth Gap Between the US and Europe

Statistics paint a sobering picture. Between 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry 13.5% increase for the European Union. Over this time, EU GDP per capita dropped from 76.5% to just 50% of the US level. Remarkably, even the poorest US state now has a higher per capita income than major European economies like Italy and France.

Currently, about half of the world’s 50 largest technology firms are American, while a mere four are European.

The Technological Deficit: The Core Question

The growing disparity is driven by stronger productivity growth in the US, fueled by technological innovation and better use of resources. The scene of world technology dominance is decidedly American. Over the past five decades, 241 US firms have grown into enterprises valued at over $10bn, versus only fourteen in Europe.

This disparity raises a vital issue: As the competition for future industries like semiconductors, AI, and fusion energy, where does Europe stand? Most analysts agree it is essentially a two-horse race between the United States and China, with Europe entering at a significant disadvantage.

Underlying Factors of the Continent's Technological Lag

Several key reasons account for this technological divide.

  • Venture Capital: The United States has a much more robust and more dynamic system for financing new ventures. The EU has yet to establish a genuine capital markets union, which caps the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided regulation hamper Europe. A American entrepreneur can launch a service under a single set of laws to access a consumer base of over 330 million. The EU, despite a larger population, is split among 27 separate regimes, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, a startup's collapse was historically met with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in defense has weakened its capacity for pioneering research.

A Path Forward: Reasons for Cautious Optimism

In spite of these hurdles, one can find reasons for hope. European leaders are increasingly aware of the severe threat and have started to advance substantial change. Notable analyses on EU competitiveness and the internal market point to the need for major changes.

With the right incentives and regulatory reforms, these assets could support much higher levels of commercial innovation.

The continent retains significant advantages: skilled human capital, excellent education systems, and premier labs. Coupled with a large internal market and high savings rates, these elements could unleash a surge of venture creation.

Importantly, even if Europe does not become the leader in creating cutting-edge technologies, it can still significantly increase economic output by implementing and tailoring innovations from elsewhere.

A Critical Juncture

Europe now stands at a decisive crossroads. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, the continent's technological decline has been steady. But, without bold steps to address its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible decline in global economic relevance.
